EGS NOT ACTIVE

My eBay account is new I have been trying for a long time my EGS account is not active show I am troubled by that problem I can't do sipping without it you help me I have not received a response from ebay till date you help me

You give me guidance I am very new and don't know much about this I will wait for your reply
