Your EGS account is not active

Hello, I have created a new eBay account and can not ship my orders through eBay global shipping. I have been trying for a long time but it keeps showing my EGS account is not active so I am troubled by that problem I can't do sipping without it you help me I have not received a response from eBay to date.
