BBE Policy– System EDD vs International Sellers: Why Are Sellers Accountable?
Hello everyone, I am raising a serious concern regarding how seller performance is evaluated for UK shipments under eBay’s system-generated Estimated Delivery Date (EDD). In my case, I have consistently: • Met handling time requirements • Shipped on time with valid carrier scans • Selected only the predefined shipping services available • Delivered within the declared 10 to 22 working day policy Despite this, buyers are shown a significantly shorter system-generated EDD , which is not directly controlled by the seller. eBay Help clearly states: “The estimated delivery date shown to buyers… is based on various factors, including handling time and the delivery or courier services you offer… The calculation is dynamic…” This creates a critical contradiction: Sellers do NOT set the final EDD • EDD is influenced by system-level factors outside seller control • Buyers rely on the system-generated timeline • INR cases are triggered based on that timeline Additional context (already raised with eBay support): Under an active Service Request (SR# 1-502535434845), this issue has already been formally raised with eBay support, where I clarified that: • Orders were shipped within handling time • Valid tracking with timely carrier scans was uploaded • Deliveries were completed within the declared shipping policy There was no seller-side fault or non-compliance; delays, where applicable, occurred post-dispatch and outside seller control. Multiple cases were closed in seller’s favour, with confirmed delivery and no seller fault. specifically: Whether INR cases arising solely due to system-generated EDD (despite full seller compliance) can still contribute to account warnings or restrictions Whether such cases can be reviewed in context, especially when they occur in a clustered timeframe linked to external disruptions However, responses received focused only on system recording of BBE, without addressing the core issue of accountability vs system-generated timelines. Core concern: Buyers initiate INR cases based on system-generated EDD, while sellers are evaluated on controllable factors, creating a clear gap between system-driven expectations and seller accountability. This concern is strictly limited to INR cases within BBE evaluation, where there is no SNAD issue or seller fulfilment failure involved. If the final EDD is system-generated and only influenced (not controlled) by seller inputs, then: 👉 On what logical basis are sellers held fully responsible in BBE evaluation, when outcomes driven by system-generated timelines can escalate to account restrictions? This is not a courier issue. This is not a handling time issue. This is a system vs accountability mismatch . When sellers can only: • Select predefined shipping services • Set handling time …but cannot directly control the final EDD shown to buyers, then: 👉 How is seller performance fairly evaluated in such cases? I would appreciate insights from experienced sellers or moderators on how this is handled in practice. Thank you. The following screenshots show the system-generated EDD appearing before handling time completion, alongside the seller-defined delivery policy.

Navigating eBay BBE Restrictions
If you’re an eBay seller, you know that keeping your account in good standing is crucial. One of the quickest ways to face listing restrictions, account suspension, or payout holds is by running afoul of eBay’s BBE (Bad Buyer Experience) policy. eBay's BBE metrics are designed to measure how often buyers have a negative experience with your store. For smaller sellers, even a few mistakes can cause your BBE rate to spike above the market average, leading to severe penalties. Here is a guide on how to protect your account and stay away from BBE restrictions. 1. Maintain Bulletproof Inventory Management Stock-out cancellations are one of the biggest contributors to a high BBE rate. If a buyer purchases an item and you have to cancel it because you don't actually have it in stock, eBay heavily penalizes your account. Audit regularly: Frequently check your physical inventory against your active eBay listings. End listings immediately: If an item sells on another platform or gets damaged, pull the eBay listing down right away. Never lie about cancellations: If you are out of stock, take the defect. Do not cancel the order and claim "Buyer requested cancellation" or "Problem with buyer's address" to save your metrics—eBay monitors this closely and will penalize you for unethical practices. 2. Write Hyper-Accurate Listings "Significantly Not as Described" (SNAD) claims are a major factor in BBE restrictions. Buyers should know exactly what they are getting before they open the box. Don't hide flaws: Be brutally honest about the condition of your item. If it has scratches, dents, or discoloration, note it in the description and show it in the photos. Use sharp, clear photos: Take well-lit photos from multiple angles. Include all details: List all product specifications, exact measurements, and usage guidelines. Never leave room for misconception. 3. Ship Fast and Provide Tracking "Item Not Received" (INR) claims will tank your metrics fast. Respect your handling time: Always ship items within your stated handling window. If you need more time, increase your handling time in your shipping policies. Upload tracking ASAP: Always upload valid tracking numbers so the buyer (and eBay) can monitor the package's progress. Pack securely: Ensure items are packed safely so they don't arrive broken, which leads to immediate SNAD cases and negative feedback. 4. Provide Proactive Customer Service Too much negative feedback will trigger a BBE review. Respond quickly: Answer buyer questions and concerns promptly and professionally. Resolve issues early: If a buyer reaches out with a problem, try to resolve it (through a partial refund, return, or replacement) before they have a chance to escalate the case to eBay support or leave negative feedback. What to do if your BBE rate is high? If your BBE metrics are slipping, the only real cure is to dilute the bad metrics with a high volume of successful, issue-free transactions. Sell low-cost, easy-to-ship items perfectly to increase your total transaction count and drive your BBE percentage back down below the market average.

BBE Epidemic - Every problem (should) have a solution.
Another thread on the topic, but I feel it's important to keep bringing this issue up from every angle and the impact it's having. I posted my story (it's a couple of pages long, but someone was kind enough to post a summary in the comments if you scroll down a bit) on the regular boards - https://community.ebay.com/forum/selling-57920/topic/bbe-automated-metrics-and-the-lack-of-customer-service-162018/ Anyways, it is immensely clear that the BBE system is flawed on a detrimental level. The lack of transparency, proper information in regards to "Service standard policy - bad buyer experience rate" is lackluster at best, as well incorrect information provided, and information withheld. I have noticed a massive growth in similar cases in the past few months on different platforms where, international sellers are being unjustly having their selling privileges restricted. Of course there are many sellers that are deservedly banned from selling, but it is vividly clear that the AI automated metrics is not able to differentiate at any level. That is a problem. Which brings us to another problem, that is customer service. I have through various channels tried to reach what has been said to be the "Hong Kong Department" that supposedly is in charge of the BBE program, as well other specialized teams, or ANY department that isn't the main one in Bangalore that does nothing, but use automated forms. All roads have lead to Bangalore, thus the only logical conclusion I can reach, is that there is no "Hong Kong Department", or specialized teams for BBE. As I've rarely had the need to contact customer service, my picture of it had remained from what it was about 5-10 years ago. Excellent, personal (i.e. human) service with clear dialogue and answers to my inquiries. Well, I can safely say that you can't find a single person that feels that way about the customer service today, and that fact alone is truly a sad, sad outcome. On another note, my service metrics jumped to the three month cycle last month, and my current rate: Jun 2025 - May 2026 Item not as described Sports Mem, Cards & Fan Shop 0/216 = 0.00% (Peers average is 0.05% - I find this number shockingly low, that's 1 out of 2000 transactions on average) Collectibles 0/1483 = 0.00% (You and your peers average is 0.00% - Okay...There's definitely something funny going on here) Item not received International: Matured Region 16/1658 = 0.97% (Peers average is 0.24% - I do find this number low as well, but no as extreme as the INAD's) International: Emerging Region 0/41 = 0.00% (No peer benchmarks) As to why "Seller Unfulfilled" is not visible to view, I do not know (which was my issue, if you read my original post, many of whom deemed to be a novel). I do find these numbers troublesome in the sense that the automated metrics have been turned up to 11 and sellers will keep dropping like flies in order for these averages to stay that low. No business or person is infallible to that degree, and these numbers are unrealistic in my opinion. If you disagree, I would love to hear your point of view. I have a tendency to ramble, and I could probably make this the second novel of a series, but my main point of this would be; Instead of customer service saying nothing can be done, how about forwarding the complaints, from YOUR sellers, that this is impacting instead of throwing them under the bus and not assisting them in any way. This growing BBE epidemic, which will keep growing until someone far enough up on the food chain is actually provided with this information and looks into the matter. Time for eBay to get proactive in solving the issue instead of waiting until enough harm has been caused for them to react. Every problem has a solution, even this one. While I do believe it will be corrected eventually, it might be years or decades before eBay does the right thing. Heck, we might be exploring Uranus by that time. Would be great to have respectful discussion, be it if you agree or disagree, or if you've tried or been able to (seems impossible, to say the least) reach anyone inside eBay on a higher level to bring this matter to light. Gamestop might be a few more years away still. JOKING. howe1850

Has anyone ever had a permanent BBE restriction resolved?
disputesbbecustomer servicecustomer careservice metricsbannedbad servicesellingseller performanceinrExport Community
Hello everyone, I never imagined I would be writing a post like this after almost 10 years of selling on eBay. I have been an eBay seller since 2017 and have completed nearly 6,000 successful sales. Throughout these years, I have always tried to provide the best possible service to my buyers and maintain an excellent reputation. Unfortunately, my account was permanently restricted under the BBE policy after two buyer disputes resulted in defects. The difficult part is that both buyers had already received their items. The cases were later closed after 21 days of inactivity because there was no further communication. I accepted that something had gone wrong and contacted eBay Customer Service. My case was reviewed by Senior Representative under SR# 1-506809057175 . After reviewing the transactions, Senior Representative informed me in writing that both defects had been administratively removed. He also confirmed that: the defects would not count toward my monthly evaluation; they would not have any negative impact on my eBay account. I truly believed that this would resolve the issue. However, my account remains permanently restricted. Since then, I have contacted Customer Service several times. Some representatives explained the general BBE policy. Another representative told me that because my account is already permanently restricted, the decision to remove the defects is now considered "null and void." This is the part I simply cannot understand. If a senior representative reviewed my case and officially removed the defects, how should I understand what happened afterward? Was that decision fully implemented? Can a decision like that later become invalid because the restriction had already been applied? I am not writing this post to complain or to ask anyone here to restore my account. I am writing because I genuinely want to understand whether anyone has experienced something similar. Has anyone ever had a permanent BBE restriction reviewed after defects were administratively removed? Did anyone manage to receive a clear explanation or reach the correct team? This business has been a huge part of my life for almost ten years. Like many sellers, I invested years of work into building my reputation, and it is difficult to accept the situation without understanding exactly what happened. Any advice or shared experience would mean a great deal to me. Thank you for taking the time to read my story.

Small seller BBE evaluation
bbeevaluation
I am seeking some help regarding my seller (BBE). I am a low-volume seller and my metrics have recently taken a hit that has put my account into permanent selling restriction, despite the issues were resolved. Here is the situation: I have had 11 total sales over the last few months. Two of these transactions were ,,delayed,, due to the conflict in the Middle East, which caused major disruptions to postal services between US and Europe. The buyers opened "Item Not Received" (INR) cases for both of these orders. I resolved both cases immediately, and both packages were successfully delivered few days after. Despite the cases being resolved and the items being delivered, my BBE score has spiked significantly due to these two instances. Because my total sales volume is quite low, these two cases represent a disproportionately high percentage of my metrics. I mailed ebay CS many many times after every warning mail about my numbers, what should i do or if i can get manualy deleted those 2 cases. Always got same formulated answers and unnecessary recommendations, not any help. Last 4 days i messaged CS and agent told me your account is OK and they dont see any selling restrictions. One day after that all my listings were ended and my ,,selling privilege,, gone. I lost 10 years old account with 100% positive feedback for nothing basically. Does anyone have advice/help if theres any way to appeal or something what can i do?

BBE Account restricted! Help please
I have been with eBay for over 4 years and have never had any negative feedback from customers. In May this year, due to a mistake while packing, A's item was sent to B and B's item was sent to A. A didn't even contact me, but opened a 'Item not as described' case. Then only I knew there was a mix-up. I quickly contacted both customers and also contacted eBay customer care and made arrangements to exchange the books. Everything was completed amicably under 10 days and the cases were closed. ( Customer care told me to tell the other customer to open a case before exchanging).

Then I received mail of BBE above average and I contacted customer care and they said it would be resolved since I have already done the needful. Suddenly, they permanently restricted my account from selling yesterday. They keep saying my BBE is high. I have already resolved the issues amicably and even after that I have sent many parcels. All got positive feedback. Still, eBay customer care see me like a cheater. They just see the dashboard and reply me with a robotic reply. They can't even understand whether a top-rated seller for the last 4 years would cheat anyone for $45 when the average sold price of a product is over $100. All customer care replies are coming from India eBay as per the names. They don't even want to take this as a special case and send it to a higher authority. This is clearly unfair as I have given a wonderful service for last 4 years where most of my buyers are from USA and Europe.

I'm tired of getting this robotic reply from customer care on eBay. What other options do I have? I have already applied for VISA to India, to go to eBay office there and show to someone my account, which doesn't have any issues. They have all the Data and still restricted my account unfairly. Please help

Clarification regarding SR# 1-506809057175 and CBT metrics
disputesbbecustomsaccount healthcustomer servicecustomer careclaimservice metricsbannednarseller protectiondefectinr
Hello, I would appreciate some clarification regarding my case because I have received several official responses that seem to conflict with each other. My seller account was restricted under the BBE policy after two buyer disputes resulted in defects. In both cases, the buyers had already received their items, and the cases later closed after 21 days of inactivity. I contacted eBay Customer Service, and a Senior Representative reviewed my account under SR# 1-506809057175 . After reviewing the cases, he administratively removed both defects and confirmed in writing: the defects had been removed; they would not count toward my monthly evaluation; they would not have any negative impact on my account. However, subsequent responses from Customer Service have left me confused. One response explained that CBT seller metrics continue to count buyer claims unless the cases are closed in the seller's favor. Another response stated that because my account is permanently restricted, the decision to remove the defects is now considered "null and void." I am not asking anyone to overturn the restriction through this forum. I am simply trying to understand how these official responses fit together. Could someone please clarify the following? Was the administrative decision made under SR# 1-506809057175 fully implemented? Were the two related buyer cases updated accordingly after the defects were removed? If the decision to remove the defects later became "null and void" because of the account restriction, could you please explain how this is consistent with the written confirmation that the defects would have no negative impact on my account? I would sincerely appreciate a clear explanation so that I can understand what happened in my case. Thank you for your time.
