bbe and inr rate is very low

ebay own policy also said that if restrictions removed when your inr% is lower 

"What should I do if my account has been restricted due to its performance issues? Will the action be removed if my INR% improves in the next evaluation cycle?

eBay will still evaluate the INR% of your accounts as long as there are eligible transactions. The restriction will be removed automatically once your INR% is lower or on par with the market average in the subsequent evaluation periods."

Here I want to share some information with you that now my BBE rating is "compliant" and INR transaction is 0.0% and now it is showing - then why my account is not reinstated yet??

Even in eBay policy that clearly mention that

So now why my account is not reinstated my INR transaction is now 0.0%.

This means that eBay does not adhere to its own policies
