I have all these documents but i am unable to link my existing account to seller account. I have created Payoneer account using different email id. I want to link this account to my business ebay account and start selling. 

2 years i have been trying still no one from ebay has shared any concrete solution.

It is important that your eBay and Payoneer business information match. Since you already have an existing Payoneer account with a different email address, it would  be best that you connect with the Payoneer Customer Support Team. They would be in a better position to help you on making the changes to the existing Payoneer registered information. 

Once it is done, then you can simply follow the Step #3 mentioned on the Sell Global Pages (https://sellglobal.ebay.in/seller-center/start-selling/) and complete the Payoneer & eBay linking.
