How to link Ebay Account and Payoneer account

Hello Friends,

I am  an Indian seller, NEW in Ebay, would like to know the step by step process for seller registration because I am stuck somewhere which even I dont know WHERE?? Would like to know how to upload required documents and Link Ebay account with Payoneer account. 

Please help.

I have tried to find out Ebay Seller Support India Number also who can guide me for the same but no reply.
